People adore mini-blinds but find it hard to clean them. Some resort to taking them off the wall completely and putting them in the bathtub or spraying them down with a garden hose.
However, it's easy to clean even caked-on grime with a cleaning solution such as Quick N' Brite. After a few spritzes, the solution will instantly loosen the dirt and you can easily wipe it off with a microfiber dusting cloth.
If your blinds have been well maintained, though, you only need to remove the dust, hair, dirt, and often invisible grease, pollen, and insects with a static duster. Before cleaning, build up a charge by rubbing the duster on the TV screen. Open the blinds, press the duster on the slats and rub it back and forth to remove the dirt.
